setting permissions

I have an autoresponder that I need to use to take credit cards and download software. The problem is that I don't know how to set the permissions or CHMOD. I am of course new to this and dumb about how this works. Can anyone shed some light on this? There are 4 files that need to have the permissions set in the cgi-bin floder.
Any help would be greatly appreciated,goto download.com and download wsftp le; then connect to your site and rightclick on the folder or file you want to set permissions for and select the appropriate one. or you can call your hosting company and they can do it for you.

Thank you for your response about setting permissions. I did go to download.com and found that wsftp le was only for educational uses, but the pro version was for everyone else. I am still working with the pro version as far as permissions are concerned, but found that it uploads the site so much better than FP2003. Thanks for the information I really appreciate it.
